Elevation Certificate
The NFIP uses elevation certificates as important administrative tools. It assists in determining the appropriate flood insurance premium. It documents necessary information of the area's elevation. This ensures compliance with the management regulations of the community floodplain. It also supports a request for a Letter of Map Amendment or Revision (LOMA or LOMR-F).
This certificate if required to properly rate post-FIRM buildings. These are buildings constructed after the publication of the Flood Insurance Rate Map (FIRM). The elevation certificate is not necessarily a requirement for pre-FIRM buildings. Exceptions are included if the building is rated under the optional post-FIRM flood insurance regulations. A certificate is required prior to receiving a quote if the property needs an elevation certificate.
The NFIP regulates the community to adopt the floodplain management ordinance, which specifies required minimums for reducing flood losses, as a piece of the agreement for making flood insurance community available. The elevation of the lowest floor is required (including the basement) for all new and improved buildings. This is to maintain records of such information for the members of the community. The Elevation Certificate is a means for the community to adhere to the required regulations.
